Director, Data Systems and Analytics - Maine Health Management Coalition

SUMMARY OF POSITION

The purpose of the Data Systems and Analytic Department at the Maine Health Management Coalition is to be the acknowledged and respected source of health care data and analytics that informs goal setting, evaluation, purchasing, consumer choice, and risk arrangements for payment reform and system redesign in Maine. This analytic asset is an important tool for purchasers and providers working to transform care and a fundamental benefit for all MHMC members.  The Director’s role is to lead this department, develop and execute on a sustainable strategic plan and to achieve excellence in a changing competitive landscape.  The Director is also expected to play a leadership role integrating with the Department with national efforts striving to achieve similar objectives. 

The Data Systems and Analytics Department is the foundation of the four key strategic objectives by which the Coalition strives to achieve its mission.  The Coalition’s mission is to be a purchaser-led partnership among multiple stakeholders working collaboratively to improve health and to maximize the value of health care services for the employees and dependents of MHMC members and all the residents of Maine. 

The four key strategic objects are:

  1. to be an independent and trusted leader in the endorsement and public reporting of health care performance measures in the state of Maine,
  2. to be a dynamic catalyst for rewarding health care value through payment reform and consumer choice in the state of Maine,
  3. to be a trusted and invaluable resource to MHMC members in meeting their organization’s health and health care goals, and,
  4. to be an efficient, effective, and sustainable non-profit entity continually improving its ability to advance its mission. 

The Director will be expected to contribute analytic expertise in development of strategic plans for these four program areas and provide realistic appraisal of deliverable data and analytic infrastructure and work products for these programs.  Besides supporting all Coalition program areas, the Data Systems and Analytics Department receives numerous grants for state and national programs, and sells analytic services which are concordant with the Coalition’s mission.  The Director is expected to participate and integrate as appropriate with national initiatives which reinforce and enhance MHMC efforts in carrying out its mission.

Currently the Coalition, through use of its data vendor, and its own analytic warehouses, processes statewide commercial, Medicaid, and Medicare administrative claims.  It maintains an up-to-date directory of Maine providers.  Data services and analyses for transparency and accountability of cost, utilization, and quality are targeted to three stakeholder groups: purchasers, providers, and consumers of health care.  Data and analyses are delivered through online access through portals, detailed formatted reports, and public reporting of practice and hospital performance through a public facing Coalition website. The Director is expected to make numerous and regular public presentations to numerous stakeholder groups.  In the near future strategic plans call for the integration of claims and clinical data. 

While the Director is ultimately responsible for the day-to-day operations of the Data Systems and Analytic Department, a Data Systems Project Manager, reporting to the Director, will work collaboratively with the Director managing the day-to-day work flow of the Department.  The Director will report to the CEO of the Coalition, and along with other Directors, will be part of the Leadership Team advising the CEO on both operational and strategic activities of the Coalition.

THE SUCCESSFUL APPLICANT MUST HAVE:

  • Demonstrated commitment to the mission and goals of the Maine Health Management Coalition Foundation
  • Deep understanding of the health care system and a vision for its improvement and payment reform
  • Demonstrated collaborative leadership skills and success working with individuals and large multi-stakeholder groups including ability to debate issues with senior leaders and technical experts
  • Deep analytic experience and training
  • Understanding the measurement and identification of drivers of group health plan performance.
  • Experience in health care provider performance measurement for cost, utilization and quality.
  • Knowledge of statistical methodology and theory, and practical experience using this methodology.
  • Experience in handing large data sets, preferably at the programming language level.
  • Excellent verbal and written communication skills;
  • A demonstrated commitment to the highest professional and ethical standards;
  • High comfort level working in a fast-paced, complex, and high stakes environment;
  • Proved skills managing staff and consultants.
