The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes.

CHIA is seeking an experienced healthcare quality measurement professional to help shape future public reporting and analysis of Massachusetts statewide quality data.  The Quality Measurement Specialist will lead healthcare quality data analytics and provide expertise on constructing, calculating, analyzing and reporting quality measures using All Payer Claims Data (APCD), hospital case mix and clinical data.  S/he will create a framework for reporting and analysis, and will supervise one to three analysts.

The deadline to apply is December 4, 2014 with a salary range of $90,000-$110,000 annually.

The preferred candidate will:

  • Demonstrate expertise in comparing quality of organizations and populations using appropriate statistical tools and methodologies.   Have extensive knowledge of the major healthcare quality measure sets including HEDIS, CAHPS, AHRQ and Joint Commission
  • Have experience working in healthcare organizations or government agencies on quality measurement initiatives for the purposes of quality improvement, research or public reporting
  • Be able to evaluate quality measures for potential inclusion in Massachusetts’ Standard Quality Measure Set using criteria such as: reliability and validity, ease of measurement, field implementation and amenability to quality improvement.
  • Understand the requirements for valid and reliable quality measurement and reporting.   Also understand the sources of quality data within provider organizations and the issues associated with data capture through EMRs or paper charts
  • Know the goals of the National Quality Strategy and the work of organizations and programs such as NQF, Measurement Applications Partnership (MAP), CMS Value Based Purchasing and Pay for Performance
  • Be familiar with current MA healthcare reform legislation and priorities such has Chapters 224, the Statewide Quality Advisory Committee and the Standard Quality Measure Set
  • Have experience with constructing and calculating quality measures using claims and provider/member level quality data.  Able to work with large complex datasets to meet measure specifications
  • Understand the drivers of health care quality in provider organizations, including the roles of people, processes and structure.  Be familiar with use of quality metrics for tiering and pay for performance
  • Be able to interpret, verbally and in writing, quality measures for multiple stakeholder groups
  • Be familiar with clinical information system capabilities and limitations (E.H.R., patient registries)
  • Understand issues and challenges of sourcing quality information, including member and provider attribution and have experience with addressing
  • Have experience working with analysts and understand how to build and motivate an analytic team.  Be able to plan and manage analytic projects within time and resource constraints
  • Proficient in the use of SAS, SPSS or SEQL and MS Office Tools (Excel, Access).  Comfortable working with Enterprise Data Warehouse or raw claims or clinical data

Preferred Qualifications:

  • Five to ten years’ experience working with healthcare quality measure development, research and reporting.  Have familiarity with survey research and analysis
  • PhD or other research degree in Public Health, Biostatistics, Epidemiology or related field
  • Expertise in quality measure construction using claims and clinical datasets
  • In-depth knowledge of data issues surrounding quality data collection and validation
  • Knowledgeable of information technologies (EMR, clinical registries, virtual encounters) and future direction of quality measurement and data sourcing
