POSITION: Executive Director
REPORTS TO: Executive Committee of the Board of Directors
CLASSIFICATION: Full-time, Non-Civil Service Commonwealth Employee
 
 DESCRIPTION OF DUTIES:
The Executive Director leads the Pennsylvania Health Care Cost Containment Council (PHC4), an
independent state agency responsible for the collection, analysis and public reporting of quality
and cost related health care data to assist stakeholders to identify opportunities for quality
improvement and cost containment, and to assist consumers in making better health care
decisions.
 In partnership with the PHC4 Board of Directors, the Executive Director develops and
implements strategic objectives necessary to fulfill statutory obligations and to meet the
defined direction of the Council members. This full-time position reports directly to the PHC4
Board of Directors while including a high degree of independence and accountability for
success.
 The Executive Director is responsible for strategic, managerial and administrative work which
includes coordinating board activities, managing stakeholder and governmental relations, and
directing operations. These efforts directly result in PHC4’s creation of comprehensive, issue
specific, healthcare related reports and fulfillment of revenue generating special data requests.
 Efforts of the Executive Director must uphold and extend the Agency’s long-standing
reputation as an unbiased, non-partisan, independent, and reliable organization to enable the
collecting, analyzing and reporting of data to improve the quality, and restrain the cost, of
healthcare in the Commonwealth of Pennsylvania.

RESPONSIBILITIES:
 Coordinate and direct the governance and operation functions of PHC4 in accordance
with enabling legislation and applicable laws and policies related to the collection,
handling, and dissemination of data.
 Partner with the Board Chair and the Board’s Executive Committee to enable the Board
of Directors to fulfill its governance functions and assure timely attention to core issues.
o Responsible for developing strategic plans and setting business objectives to
support PHC4’s mission and providing them to the Board of Directors for review,
input and approval.
o Work involves planning for and supervising the preparation of the Board agenda
and preparation of minutes, reports, documents and other activities.

 Develop and maintain the trust of the community and assure PHC4’s ongoing value and
effectiveness to the community.
o Establish and maintain ongoing contact with members of the Board.
o Initiate, develop, and maintain cooperative relationships with key constituencies.
o Provide data acquisition support to state agency initiatives addressing health
policy and health outcome improvements.
o Make available for purchases accurate, reliable data in accordance with
applicable laws and privacy protections.
o Serve as point person for all media inquiries and related press opportunities.
o Identify and manage partnership opportunities.
 Provide general oversight of all PHC4 activities, manage the day-to-day operations, and
assure a smoothly functioning, efficient organization.
o Hire and perform the full range of supervisory duties for department Directors
responsible for Research, Administration and Budget, and Information
Technology.
o Foster a productive work environment that successfully recruits, trains, retains
and supports quality staff and volunteers. This includes processes for selection,
development, motivation, and evaluation of staff.
o Oversee the fiscal activities of the organization including budgeting, reporting
and audit. This includes development of cost-effective financial strategies that
provide organizational sustainability from annual appropriations and sales
revenue.
o Oversee data acquisition efforts and resulting studies and research projects
culminating with final approval to issue reports and briefs. 
o Oversee data sales and marketing strategies that include design, promotion and
delivery.
o Assure the integrity, security and confidentiality of data complying with all
federal and state obligations, such as but not limited to Privacy Act and Health
Insurance Portability and Accountability Act. This includes oversight of
operational initiatives to ensure appropriate administrative, technical and
physical safeguards to protect the confidentiality of data and to prevent
unauthorized use or access.

o Oversee compliance with and fulfillment of data custodian responsibilities as
obligated by any and all data usage related agreements such as those with
federal Department of Health and Human Services’ Centers for Medicare and
Medicaid Services and Pennsylvania Department of Human Service’s Office of
Medical Assistance.
o Champion and lead PHC4’s data governance program including the development
and maintenance of policies and procedures, periodic independent reviews, and
monitoring and application of appropriate industry best practices for privacy and
security. 
o Assure the filing of all statutory reports and legal or regulatory documents.
o Assure compliance with all relevant laws and regulations through proactive
management and ongoing monitoring.
o Direct program quality and organizational stability through development and
implementation of controls, procedures, and regular evaluation.

 
 
QUALIFICATIONS:
 Bachelor’s Degree in public administration, healthcare management, or management of
information systems, health research, statistics or related field or equivalent experience
 Broad experience in a health care-related field, including management experience
 Board of Directors coordination and association management experience preferred
 Familiarity with healthcare business, healthcare policy and regulatory environment and
healthcare information systems
 Familiarity with Pennsylvania’s healthcare environment and its stakeholders
 Experience working with a range of non-profit, government, business, labor, and
healthcare organizations
 Experience as action oriented, goal driven leader with proven ability to promote a
positive atmosphere while managing change
 Excellent communication skills
