2026 Awardees
Non-Claims Payment Work Group
This year's award for Outstanding Service recognizes NAHDO member participation in advancing a national standard for non-claims payment data collection and the collaborative work of multiple organizations and individuals to develop and implement the standard. A growing share of healthcare spending occurs outside of traditional claims transactions, making cost of care analysis more difficult in All-Payer Claims Databases (APCDs).
Since 2021, these organizations have collaborated with the APCD Council to develop a national standard for collecting non-claims payment (NCP) data. The first iteration of the NCP layouts was developed in 2022 building on early efforts by states to develop collection guidelines. In 2023, the APCD Council revised the NCP layouts leveraging the Expanded Non-Claims Payment Framework developed by the California Department of Health Care Access and Information (HCAI) and other efforts to categorize models of alternative payments, including those from Bailit Health, the Milbank Memorial Fund, and HCP-LAN. This version was shared with NAHDO members at the 2023 Annual In-Person Meetings in Boston. Subsequent feedback from NAHDO members, state APCDs, APCD vendors, and health plans was incorporated into the NCP format, and in 2025 the NCP layouts were added to the APCD-CDL national standard. In 2026, California formally adopted these file format standards, establishing the nation’s first statewide regulatory implementation and data collection using the NAHDO NCP standard.
