Description of Organization: The Illinois Public Health Institute (IPHI) is a partnership of public, private and voluntary organizations that seeks to maximize health, wellness and quality of life for the people of Illinois. IPHI is led by a steering committee of public health agencies, health related associations, local health agencies, and health-improvement interest groups. IPHI administers a number of projects addressing specific program areas, including the Center for Community Capacity Development (CCCD), Racial & Ethnic Health Disparities Action Council (REHDAC), the Illinois Accreditation Development Project, and the Illinois State Health Improvement Plan (SHIP). The United Way of Illinois is IPHI’s administering organization.
General Summary: The Illinois Health Data Dissemination Initiative (IHDDI) focuses on re-engineering Illinois’ data dissemination system through an expanded and improved web-based data query system (WDQS). Two key long-term goals of the IHDDI are to improve Illinois’ assessment capability through a timely, flexible, WDQS that integrates data sources, and to assure that a broad range of users understands and utilizes the system. The IT Program Manager for the Illinois Health Data Dissemination Initiative will provide planning and technical leadership for the development, design, and implementation of the management information system (MIS) for an improved web-based data query system.
Duties and Responsibilities:
Technical Leadership
• Work closely with Web Administrator to develop and implement overall system design
• Advise and assist project partners in developing technical solutions to goals and objectives of the management information system
• Support the development of goals and objectives for the WDQS Design & Implementation Strategic Plan, including assistance with the development and interpretation of a field survey and key stakeholder interviews
• Complete requirement analysis including an outline of system design, system flowchart, and functional and non-functional requirements
• Establish data normalization, data confidentiality and security policies
• Plan for major data system integration by compiling and reviewing system definitions, system policies, data sharing policies and identifying potential conflicts
• Effectively apply methodologies, in congruence with industry best practices and enforce project standards
• Develop and monitor a WDQS Implementation Plan including creation of timelines and enumeration of necessary steps
• Support the web developer and web administrator with coding, testing and revision of the major functional components of WDQS
• Assist with developing specifications for data source interface by reviewing data systems, working with program staff from other data sources to determine data exchange procedures, and by developing specification documents from each identified data source, including state agency searchable data sets
Planning and Communication Leadership
• Coordinate Advisory and Steering Committees including establishment of monthly meetings, recruiting and communicating regularly with participants, creating meeting agendas and materials, and facilitating meetings.
• Facilitate the work of the Advisory and Steering Committees to create the WDQS Implementation Plan, including user engagement goals and strategies, as well as project sustainability.
• Provide expertise on electronic health information systems and data integration. Work closely with internal partners to complete tasks related to development and implementation of management information system
• Communicate effectively with both techno-savvy and non-technical users
• Act as the key liaison for project activities between staff persons at IPHI and the IL Dept. of Public Health.
• Act as key interface among state agency MIS staff and policy level partners to achieve consensus and buy-in across groups
• Provide written quarterly reports on the project, and ensures project documents are complete, current and stored appropriately
The IPHI Executive Director may assign other duties as needed.
Qualifications:
A. Education: A Master’s Degree or higher in Computer Information Systems, Management Information Systems, or a related field or equivalent experience, is required.
B. Experience: A minimum of 5-8 years of work in IT project management with progressively more responsibility is required. Experience from the ground up on systems integration that included data normalization. Knowledge of the public health field is preferred.
C. Other Requirements: Applicant should have knowledge and understanding of needs assessment and community health planning, local health department operations.
Location: Position can be based in Chicago, Illinois or Springfield, Illinois.
Hours: 100% FTE
